| 内容記述 | 本論文では，難民の第三国への移動と定住を通して，支援の指標とは異なる 観点から難民理解に迫る。難民とは，出身国からも避難先である受入国からも 二重に排除されている。難民が「問題」とされる一因は，受入国がいかに難民 を包摂するかが課題となり，難民にとっては，その中でいかに自律するかが課 題となるからである。本論文では，難民の自律について，当事者のライフヒス トリーから明らかにする。 本論文では，ビルマ（ミャンマー）を出身とし，タイの難民キャンプ生活を 経て，米国へ再定住した一人のカレンニー（赤カレン）難民を事例とする。公 的な支援が再定住難民の生活基盤の根底を支えつつも，支援の不足を補完して いるのは，支援制度を介さない難民同士の社会関係であることを明らかにする。 この点に着目し，本論文では支援の指標だけではなく，民族誌的に定住過程を 検討することの重要性を指摘する。 |

| 内容記述 | The aim of this paper is to provide an alternative understanding of refugees, who tend to be judged by the index of aid. The paper deals with a case study of refugee resettlement in a third country. A refugee is excluded from both the nation-state that he or she has fled and the nation in which he/she has sought asylum. Thus, refugees are regarded as “problems” because of challenges in two dimensions: How can a state include those refugees? On the other hand, how can refugees acquire autonomy in a new environment? This paper addresses the autonomy of refugees from the standpoint of life decisions and experiences, not by the index of aid. |
