The paper deals with a case\nstudy of refugee resettlement in a third country. A refugee is excluded from\nboth the nation-state that he or she has fled and the nation in which he/she has\nsought asylum. Thus, refugees are regarded as “problems” because of challenges\nin two dimensions: How can a state include those refugees? On the\nother hand, how can refugees acquire autonomy in a new environment?
