This paper establishes the universal semantic components of personal deictics, the conceptual basis for the following two papers in the series. Seven emic studies (Austerlitz 1959; Berlin 1963; Brichoux 1977; Conklin 1962; Krup & Altmann 1961 and McKaughan 1959) and three etic studies (Buehler & Freeze 1966; Forchheimer 1951 and Ingram 1978) on personal deictics are evaluated here. But it is apparent that componential analysis of personal deictics is rather arbitrary or intuitive in the emic studies. However, a combination of emic and etic studies is more powerful than either types of study individually. Through discussion of those studies, I formulate a new universally applicable person deictic system. This system consists of four person categories, "Dialoquent person (D-person)", "Loquent person (Lperson)", "Audient person (Au-person") and "Absent person (Abperson)" to replace the usual Western system such as 1st person inclusive, 1st person exclusive, 2nd person and 3rd person, respectively. The most important difference between the new and old systems is that 1st person inclusive is treated as an independent person category. In addition, the logical basis for the system is exemplified for D-person as an independent person. For enumeration, singularity, duality, "triality" and plurality are adopted instead of other number systems, because others are unable to deal with the single form of D-person, such as Maranao, HanunOo and Lakota, for example. Lastly, Ab-person is unsuitable as a universal person category; Ab-person is an essential person category in deixis, because it is quite different from the other categories, and demonstratives are actually used instead of Ab-person in many instances.
