All the titles in a polity are\ntraced to the eldest line through kinship link and are ranked according\nto their genealogical distance to it; thus they are integrated\ninto a pyramidal structure of political authority. But, although the\nSamoan political system is based on the chief system as are other\nPolynesian societies, its titles are not organized on the same principle.\nRather, chiefly titles are integrated on territorial bases, in which\neach title is somehow related to others. In this regard the Samoan\nchief system is unique among Polynesian societies.\nTerritorial organization has been highly developed in Samoa,\neach territorial group having kept relative independence of its own.\nThis paper examines, in detail a particular territorial group of a\nsmall district, Faleata, located on the north coast of Upolu Island,\nWestern Samoa, in order to analyse the manner in which chiefly titles\nare organized in the Samoan chief system. First, the fa' alupega, or\nformal address, of Faleata is examined. Then the fono, or meeting of\nchiefly council of Faleata, in which decisions for the territorial group\nare made, is checked with respect to its seating arrangement of title\nholders, to its order of kava cup presentation, to its order of giving\nformal speeches, and finally to its information network. Then\nimportant titles are examined in regard to their genealogies, historical\nrelationships, geographical locations and legitimacy for their\nrepresentability.\nDetailed analysis of the complicated territorial organization of\nFaleata shows that, in Samoa, there is nothing like the single overarching\nprinciple observed in Tonga in integrating chiefly titles.\nInstead, inconsistent are the historical explanations which relate\ntitles in order to make territorial integrations. Therefore, Samoan\ntitle system is more fragile and must be reaffirmed periodically\non various occasions. Lack of centralization is the main feature of\nthe Samoan political system.
