Jeongjo (正祖) wanted to make an innovation in the versification part of the imperial examinations, as part of his stylistic movement. Prior to that time versification in these examinations was limited to rhymes in the level tone. Within his innovation entering tone rhymes were permitted. This demanded the compilation of a new rhyming dictionary in which not only level, rising and falling tones, but also the entering tone, were arranged in their proper places, and not simply appended at the end. Gyujangjeonun was published to meet this demand.
