On\nMarch 11th 2011, the tsunami destroyed not only the town’s administrative\noffices including town office, fire station, and police station, but also the lives\nof those who were working in them. The lack of the administrative functions\nprovoked by this continued for several months during which only the spontaneous\nand collective activities realized by the refugee people could fulfill this\nlack, with the assistance of the external agencies such as Japanese Army and\nNPOs organizations.\nOtsuchi-cho can be divided into three areas: sea-side area, town-center\narea, and mountain-side area. Each area could be distinguished by the different\nmanagement style of its refugee centers: independent and self-managed\ncenter of the sea-side area, very disrupted center of the town-center area, and\ncenter organized by the local association of the mountain-side area.\nThis article aims to explain the different management style of each refugee\ncenter in relation with the type of the community organization of each\narea.
