 note = {岩手県上閉伊郡大槌町は，東日本大震災で最大の被害を出した市町村のひと
つだ。津波は役場や消防署などの主要な公共施設を破壊し，町長を含む役場の
幹部職員の命を奪った。その結果，大槌町では被災の3 月11 日から3 週間，
町のあらゆる機能がストップした。そうした欠落した制度と機能の穴埋めをお
こなったのは，自衛隊や緊急災害NPO の活動であり，なにより避難所で組織
された住民による結合と共同活動であった。
　大槌町には，海辺の諸集落と，町方，山側の諸集落という3 つのタイプの地
区が存在する。それぞれの地区に設置された避難所の運営形態を見ていくと，
自主自律的な運営がなされた避難所，混乱して協調を達成できなかった避難所，
外部組織によって被災者が組織化された避難所という具合に，地区ごとに避難
所の運営形態が大きく異なることが理解された。
　本論では，避難所での長期にわたる調査から理解されたこれらの相違点を記
述する。そこから，今後の災害への備えや避難所の運営にとって有効な地域の
あり方はいかなるものか，また，支援する側とされる側の非対称性や被災者の
主体性をどうとらえるべきかを考察する。, Otsuchi-cho in Iwate Prefecture is one of the municipalities that suffered
the most from the Great East-Japan Earthquake and its Tsunami. On
March 11th 2011, the tsunami destroyed not only the town’s administrative
offices including town office, fire station, and police station, but also the lives
of those who were working in them. The lack of the administrative functions
provoked by this continued for several months during which only the spontaneous
and collective activities realized by the refugee people could fulfill this
lack, with the assistance of the external agencies such as Japanese Army and
NPOs organizations.
Otsuchi-cho can be divided into three areas: sea-side area, town-center
area, and mountain-side area. Each area could be distinguished by the different
management style of its refugee centers: independent and self-managed
center of the sea-side area, very disrupted center of the town-center area, and
center organized by the local association of the mountain-side area.
This article aims to explain the different management style of each refugee
center in relation with the type of the community organization of each
area. It aims also to describe which kind of relation is desirable between the
refugee people and the external agencies that came to support them.},
